FHFC Certification Filing for Homestead Properties
Before the county will consider a Live Local Act exemption, Florida Housing Finance Corporation has to confirm your units meet the income and rent limits. We prepare that request carefully, so the file you build this year carries straight into next year's.
Why FHFC certification comes first
A Live Local Act property tax exemption rests on a certification issued by Florida Housing Finance Corporation. That document confirms the qualifying units house residents at or below the required income levels and that their rents stay inside the published limits. The county DR-504AFH filing cannot move forward without it.
Owners and managers of multifamily rentals in Homestead and the rest of south Miami-Dade, from Florida City up to Cutler Bay, bring this step to us. It is the place to begin if this is your first claim or if an earlier request was returned with questions.
We see it this way: a well-organized request takes a bit more care at the start, and that care comes back every year, since each recertification uses the same layout, rent roll format and income records.
What our certification filing includes
Eligibility review before anything is filed
We look at unit count, the income tiers your units fall into and current rents against the limits. If a property is close to a threshold, we tell you plainly before you spend time on paperwork.
Rent roll and unit schedule
We build a unit-by-unit schedule that shows which units are claimed, at which income tier and at what rent. It is formatted so it can be updated next year rather than rebuilt.
Income documentation check
We confirm that each claimed unit has income support on file and that the figures match the rent roll. Where our resident income verification service is needed, we say so and explain why.
Preparing and filing the request
We complete the certification request with consistent property, ownership and parcel details, then file it with the agency and track its progress. Small mismatches in entity names or parcel numbers are a common cause of delay, so we check them twice.
Handoff to the county filing
Once certification is issued, we carry it straight into your County DR-504AFH filing so the two documents agree line for line.
Signs it is time to get help with certification
You are leaving the exemption unclaimed
Some owners have qualifying units but have never applied. A free savings estimate shows what the exemption could be worth before you commit to the work.
Your rent roll lives in several places
If rents are in one system, income records in another and unit lists in a spreadsheet, the certification request will expose every gap. Pulling them together is most of the work.
A previous request stalled
Questions back from the agency usually trace to inconsistent data. We find the source of the mismatch and correct it at the root.
Ownership or management changed
A sale, a new management company or a restructured ownership entity means the record needs to be rebuilt carefully, even if the units themselves have not changed.
The county deadline is getting close
Certification has to be in hand before the county application can be completed. Starting early leaves room for questions without risking the year.
How a certification filing runs with us
- 1
A call and an eligibility check
We talk through the property, the units you expect to claim and where your records stand. You leave the call knowing whether it is worth pursuing.
- 2
Document gathering
We give you a clear list of what we need: rent roll, unit mix, income certifications and ownership details. We work by phone and video, or at our office, whichever suits you.
- 3
Review and reconciliation
We match every claimed unit to its income support and rent, flag anything that does not line up and resolve it with your team before the request goes to the agency.
- 4
Filing and follow-through
We file the request, answer follow-up questions and confirm when certification is issued. Then we move directly to the county filing.
What shapes the cost of certification filing
Fees depend on how much preparation your records need, not on a flat formula. We quote after the eligibility check, in writing, so you can weigh the cost against the estimated savings. A tidy first-year file usually lowers the cost of every recertification that follows.
- Number of units claimed
- More claimed units means more income records to match and more rows to reconcile.
- Condition of your records
- A current, consistent rent roll moves quickly. Scattered or outdated records take longer to bring into order.
- Mix of income tiers
- Properties with units at several income levels need more careful scheduling than those at a single tier.
- Ownership complexity
- Multiple entities, recent transfers or several parcels add verification steps.
- Timing
- Work started well ahead of the county deadline can be paced normally. A compressed schedule takes more concentrated effort.
Common questions on FHFC certification
Something not covered here? (305) 882-9642
Are FHFC certification and the county exemption application one and the same?
No. Florida Housing Finance Corporation issues the certification, which shows your units qualify. You claim the exemption separately with the county property appraiser on form DR-504AFH. The second step depends on the first, and we take care of both.
Does certification have to be repeated each year?
Yes. The exemption is a yearly claim, and the qualifying details must be confirmed every time. We set up the first file so it can be refreshed instead of rebuilt, and our annual recertification service carries it forward.
What kinds of clients do you serve?
Coral Rock Development Group and Terra Group are among our clients. We also serve owners and managers of rental properties large and small in Homestead and nearby places like Princeton, Goulds and Palmetto Bay.
Can I still apply if only some units qualify?
Yes, and it happens often. Only the qualifying units are claimed, and we list them clearly so the request is correct. If the savings are not worth the effort, we will say so.
How can I learn what the exemption would save?
Give us a call for a free savings estimate. We review your units and assessed value and give you a realistic figure before any filing work starts.
